The purposes of the meeting are:
- To learn the causes of the disputes and how local NGOs, authorities and local communities resolve the land dispute between the three villages of Pramé Commune and Heng Fu Company.
- To learn about the process of communal land registration of the Indigenous People of Pramé Commune, and whether the communities satisfied or not.
The PCN (Preah Vihear Civil Society Network) addresses the land dispute and the resolution between Pramé Commune and Heng Fu which happened since 2012, and summarize the process of proposing the indigenous self-identification to Ministry of Rural Development and proposing to be recognized as legislator by Ministry of Interior, and lastly the communities request to register as the communal land in 2016.
PCN also mentions about the abuses of the Human Rights, Freedom and restriction made by local authority to the work of and NGOs and local communities. Furthermore, Preah Vihear Provincial Court accused two staffs of Ponlok Khmer of Conspiracy to illegal detention and accused nine members of the communities of illegal detention.
PCN requests the EU to intervene the Provincial Court to dismiss the accusation of the eleven people.
And Requests the EU to intervene the authorities to resolve the land dispute between the communities and the company before registering the communal land and propagate widely in order to make decision.
